Pilar, Bataan – The Institute for Solidarity in Asia (ISA) conducted their Performance Governance System (PGS) Orientation at the SB Session Hall last September 28, 2016. Present were the department heads, members of the Sangguniang Bayan, CSO representatives, Vice Mayor Marino Caguimbal and Mayor Alice Pizarro.
Mr. Jan-Ace R. Mendoza (Program Officer for LGUs - ISA) gave the introduction of what ISA is all about, and what does the flagship program, Performance Governance System (PGS), aims to achieve. With him was Ms. Gabby M. Macasinag the Program Coordinator for LGUs of ISA.
They discussed how both the public and private sector can work together towards the creation of sustainable solutions for the problems within the municipality. “Kailangan natin ang tulong ng pribadong sector”, said Mr. Mendoza. Instead of leaving governance to the public servants, the PGS Pathway introduces a form of shared governance from both sectors. This encourages involvement amongst the people, whether a public servant or a private individual.
The PGS Pathway consists of four (4) stages: Initiation, Compliance, Proficiency,and Institutionalization. This step by step process enables the LGUs to formulate, carry out, and perpetuate effective development plans. These stages will be evaluated through the Balanced Scorecard which will determine whether the LGU is on the right track.
As Mayor Alice said in her opening speech, “Naniniwala ako sa forever, pero di ako naniniwala sa instant, dapat pinaghihirapan”. She encouraged her fellow public officials and the CSO representatives to take this leap in order to begin her second term on the right track. “Pagkakaisa, pagsasamasama…gaganda ang pamamalakad ng munisipyo”, said Vice Mayor Marino Caguimbal in his closing remarks. The leaders of our municipality believes that the PGS Pathway can set forth Pilar’s road towards development.
