Last February 24, 2017, the Municipality of Pilar had attended a workshop, Strategy mapping, the second step of the initiation stage of Performance Governance System (PGS) with the Institute for Solidarity in Asia (ISA) at Louis Restaurant, Balanga City. Present were Mayor Alice Pizarro, Hon. Cecilia Garcia, selected department heads, CSO representatives, and representatives from Provincial Tourism Office, Provincial DTI and PENRO.

Mayor Alice welcomed the participants by giving an inspirational message to which she emphasized the importance of private sector’s role in governance. She said, “We will be together in the attainment of our vision, which is Pilar: Historical-cultural tourism center of Luzon by 2020.” In the creation of our strategy map, the presence of representatives from the different sectors is vital since they will be the primary partners of the LGU when the implementation of the vision takes place.

After the warm welcome of Mayor Alice, the Supervising Fellow from ISA, Mr. Oliver Butalid, proceeded on discussing the flow of the workshop. He discussed the difference between strategic, focusing on initiatives, and operational, focusing on process, objectives.

The formulation of the strategy map became easier, with the participants having an interactive free-flow of ideas focused on the vision of transforming Pilar into a historical-cultural center.  Following the Strategy Mapping Workshop would be the revalida of initiatives on April 5.  Also with Mr. Butalid were Ms. Gabby Macasinag and Mr. Miguel Deanon, Program Coordinators for LGUs from ISA.
